Projects must meet the following criteria:
- Significantly reduce greenhouse gases and reliance on fossil fuels for energy.
- Create new jobs across gender lines and in conformity with the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), resulting from these projects and other in the mix.
- Show a measurable reduction in poverty on a national scale.
